James Owens
Chief Executive Officer and President
Mr. Owens is Chief Executive Officer and President of Cisive. He has over 17 years of operations and information technology experience, including:

Mr. Owens originally joined Cisive as the Chief Information and Technology Officer (CITO). First as CITO, and then as CITO and head of the Research Division, he led the modernization of Cisive’s technology and operations, implementing industry-leading approaches to the performance of high-volume background screening and vehicle pre-insurance inspections while further improving Cisive’s high quality level. On July 30, 2007, he was promoted to President and Chief Operating Officer. On July 1, 2008, he was then promoted to Chief Executive Officer and President.
Prior to joining Cisive, Mr. Owens was Lead Architect at Cap Gemini Ernst & Young (CGEY). At CGEY, he designed and implemented numerous large-scale systems, including a number of innovative Web-based applications. These applications included advanced workflow and rules-based automated decision-making in the financial services and life sciences industries.
Previously, Mr. Owens was a naval officer in the U.S. Submarine Service, where he served as Information Systems Department Head for the U.S. Navy Submarine Training Facility (SUBTRAFAC) in Norfolk Virginia and Combat Systems Department Head for the USS Albany (SSN-753). As Information Systems Department Head at SUBTRAFAC, he spearheaded the modernization of the entire information technology infrastructure, including the development and implementation of modern Web applications that significantly improved employee productivity and the quality of training for Norfolk-based submarines and associated submarine personnel. As Combat Systems Department Head on the USS Albany, Mr. Owens led the integration of commercial off-the-shelf technology with the existing submarine mainframe sonar system, resulting in significantly improved sonar capability and reduced costs.
Mr. Owens holds a B.S. in Physics with a minor in Mathematics, summa cum laude, from the Georgia Institute of Technology, and was certified in the supervision, maintenance, and operation of a submarine nuclear power plant.

David Bennett
Chief Operating Officer
Mr. Bennett is the Chief Operating Officer of Cisive. He is responsible for assisting in the formulation of the company’s business strategy, oversight of the company’s day-to-day operations, and participating in the maintenance of client relationships and in the development of new business areas.
Prior to joining Cisive, Mr. Bennett served as an FBI Special Agent and completed a distinguished 26-year career, to include 18 years of directing criminal and national security investigations and two years as the FBI senior executive leading human resources functions. As an Assistant Director of the FBI, heading the FBI’s Human Resources Division, he directed a change in strategic workforce planning throughout the FBI, focusing on mission-critical skills, threats to the nation, and diversity of the workforce. He also led the development and implementation of a new automated human resource information system for the FBI and led several critical human capital management initiatives that yielded a mission-focused, customer-service organization that served over 35,000 FBI employees.
Prior to joining the FBI, Mr. Bennett was a Senior Management Consultant with the firm Peat, Marwick, Mitchell & Co., supporting clients within the Department of Defense and Department of Transportation.
Mr. Bennett was a naval officer in the United States Navy and qualified as a Surface Warfare Officer. He was the Combat Information Center Officer aboard a Guided Missile Cruiser and was later Aide to Commander U.S. Forces Philippines.
Mr. Bennett’s professional awards include the Presidential Meritorious Rank Award for distinguished public service, and the FBI’s Manuel J. Gonzalez Ethics Award.
Mr. Bennett holds a B.S. in Mechanical Engineering from the United States Naval Academy and is a graduate of the FBI’s Executive Development Institute.

Alan Gordon
Chief Information Officer
Alan Gordon currently serves as the Chief Information Officer at Cisive.
Mr. Gordon has over 27 years of information technology experience, including: web-based system development; enterprise architecture (both .NET and J2EE); project management; and complex system integration. He has been with Cisive for 18 years, by way of acquisition.Mr. Gordon leads Cisive’s team of information technology professionals and is responsible for the development of Cisive’s technology solutions, including our artificial intelligence initiatives, Cisive Exchange, mobile applications, the I-9/E-Verify process, and more. His team has successfully integrated with countless ATS, HRIS, DMS, and ERP systems for a completely configurable, compatible solution, providing a seamless process for our clients.
Prior to joining Cisive, Mr. Gordon launched and later sold a technology firm that specialized in creating software in the HR field where he pioneered paper-less office systems with e-signature technology. He was also a senior consultant at a boutique NYC consulting firm with a specialization in the architectural, construction, and engineering industries. At this firm, he worked on several large-scale systems, including the management software for a multibillion-dollar construction project for New York’s Department of Environmental Protection.
Mr. Gordon has a BBA degree from Hofstra University.

Michael Kucza
Chief Financial Officer
Mr. Kucza is the Chief Financial Officer of Cisive. He is responsible for leading the Finance Division and partnering with the executive team to achieve Cisive’s strategic growth initiatives.
Mr. Kucza comes to Cisive with over 20 years of executive-level leadership experience driving operationally focused financial initiatives within a variety of organizations.
Prior to joining Cisive, Mr. Kucza was the Chief Financial Officer of the Investor Communications Solutions Segment at Broadridge Financial Services.
Mr. Kucza holds a B.S. from the Wharton School of Business and he earned his MBA from Columbia Business School in New York.

Brian Hullinger
Chief Revenue Officer
Brian Hullinger is the Chief Revenue Officer at Cisive. Brian also serves as the CEO of eVerifile, a subsidiary of Cisive, focusing on Contractor Screening Solutions with a strong emphasis on expanding the eRailSafe program and building the eWorkForce contractor management and mobile app solution.
As Senior Vice President of Global Sales at First Advantage, Brian led global business development and oversaw Global Support Services. He also was Senior Vice President of Sales and Marketing for Social Solutions, a SaaS based case management provider. Prior to this, Brian was Vice President of Global Sales and Account Management at Gelco Expense Management which was ultimately acquired by Concur/SAP.
Brian brings over 25 years of sales and executive leadership experience to Cisive specializing in company growth combined with exceptional client retention. He is an energetic and experienced software and information technology executive with a remarkable record of accomplishment with high growth companies. Brian has world-class standards for customer satisfaction and an unrelenting drive to ensure clients’ business objectives are always achieved.

Zach Daigle
President, PreCheck
Zach Daigle, President for PreCheck, has been with the company since 2003 and has amassed over 15 years of healthcare specific compliance, credentialing and background screening experience. His expertise extends beyond personnel qualification screening and monitoring to building transformational and technology enabled compliance programs for healthcare organizations. With a background that includes leading customer service, product development, sales, marketing and operations teams, Zach offers a unique perspective and exciting vision for PreCheck. Throughout his career, he has a history of driving strong organic growth by building exceptional teams and sophisticated technology to solve the industry’s toughest challenges. Zach has been a member of the Professional Background Screening Association (PBSA) since 2004.

Mr. Berger joined Cisive in 1995. As the Corporate Secretary, he is responsible for the official corporate records, public filings, licensure, legal research, and legal and regulatory affairs. He is also the leader of the “corporate security” function, which includes the physical security and safety of the corporate entity, employees, facilities, and assets. Mr. Berger is responsible for maintaining and overseeing incident response planning and risk management. On Sept. 23, 2013, he was named Chief Compliance Officer and on April 2, 2018 he was named Data Protection Officer.
While at Cisive, Mr. Berger was previously responsible for the ongoing research, development, and maintenance of the company's state-of-the-art criminal history, public record repository/vendor network, and the initiator of the VendorComm system. He was also formerly responsible for Cisive’s Investigative Services (CIS), competitive intelligence functions, international capabilities, and other special projects.
When Mr. Berger joined the Cisive team, he had more than nine years of experience in the background and commercial investigative industries. At Cisive, he was promoted from Special Project Manager to Director — Special Projects in 1998 and subsequently to Vice President in 1999. Mr. Berger was elected as Corporate Secretary in 2000.
Mr. Berger is Cisive’s representative to the Professional Background Screening Association (PBSA), formerly the National Association of Professional Background Screeners (NAPBS). He has served as a member of the NAPBS Board of Directors and the Ethics Committee. Mr. Berger served as Chairperson of the Accreditation Task Force in 2009 and subsequently Chairperson of the Background Screening Credentialing Council (BSCC). He was instrumental in the rollout of the industry accreditation program, which was officially announced and launched by Mr. Berger at the 2009 NAPBS Annual Convention.
Prior to joining Cisive, Mr. Berger held management positions with Equifax Services Inc. (aka ChoicePoint Inc.), in San Francisco, CA.; Cincinnati, OH; Great Neck, N.Y.; and Hartford, CT. He is a former patrolman with the State of Connecticut.
Mr. Berger received his B.S. in Criminal Justice, with a minor in Political Science, from the University of New Haven, West Haven, CT. He has formal training in Total Quality Management and Process Improvement, and is a member of the American Society for Industrial Security (ASIS), the Association of Certified Fraud Examiners (ACFE), the Society of Corporate Compliance and Ethics (SCCE) and the International Association of Privacy Professionals (IAPP). On September 14, 2017, he received his designation as a Certified Compliance and Ethics Professional (CCEP).

Todd Carpenter
Chief Data Officer
Todd is proven leader with more than 25 years of executive experience. With a background in information technology, application development, large data sets and analytics, he has a particular passion for providing business solutions through technology and innovation.
Todd joined IntelliCorp in 2007 as Vice President of Information Technology and a member of the Senior Management Team. During his time at IntelliCorp, Todd has focused on bringing strategic insight into product development to ensure our offerings align with industry best practices, provide outstanding value to our clients, and help our clients reduce risk and make informed decisions in their employee hiring and tenant selection processes. Todd was promoted to President of IntelliCorp Records in October of 2011 and to Chief Data Officer of Cisive in May of 2020.
Todd is an active member of the Professional Backgrounding Screening Association (PBSA) and a member of Society for Human Resource Management (SHRM).
Before joining IntelliCorp, Todd held several leadership positions in information technology in a variety of industries. He was Vice President and Director of Information Technology Infrastructure at Amtrust Bank. Prior to that, he was Chief Technology Officer at Proforma, where his team provided custom web-based order processing, sales, and marketing systems. He was Vice President at FutureNext Consulting, which provided e-commerce business solutions. Todd also held leadership roles with several financial services organizations, where he was involved with database marketing systems.
Todd earned his bachelor of science degree in computer science from Bowling Green State University.

John Acerno
Vice President, Global Sales
John Acerno is Vice President of Global Sales at Cisive and has over 10 years’ experience in the background screening Industry. John’s expertise has grown into the international field where he has expanded his role to become Vice President of Global Sales.
Prior to joining Cisive, John was a sales leader for many leading organizations. John was with LexisNexis (acquired by First Advantage) where he led their Financial Services Screening vertical and grew his region’s revenue by over 200%.
John is actively involved in the Professional Background Screening Association (PBSA), Society of Human Resource Management (SHRM) and is also a Volunteer for the National Kidney Foundation.

John Davidson
Senior Vice President, Vendor Management
Mr. Davidson is Senior Vice President of the Research Division. John is responsible for overseeing all aspects of investigation, case analysis, and quality control within the division. Mr. Davidson’s efforts enhance Cisive’s performance and increase efficiency throughout all of Cisive, specifically in Operations, HR, Sales, IT, and Finance. Within the financial realm, John is part of the budget planning process and oversees short- and long-term financial and operational goals for the division. In addition, John assists with sales and marketing and serves as an executive sponsor for some of Cisive’s largest clients.
Mr. Davidson joined Cisive in 2000 as a customer service representative and steadily earned his way through the ranks becoming the Director of Customer Service, Vice President, and now Senior Vice President. Prior to his promotion to Senior Vice President, John served as the Vice President of Operations for the Research Division.
Prior to joining Cisive, John served as an Infantry Non-commissioned Officer in the U.S. Marine Corps and U.S. Army. It is with this background in mind that John serves to assist our senior leadership in identifying service members for Cisive’s philanthropic endeavors, such as partnering with 4 Wheel To Heal to donate Trackchairs to our combat-wounded service members. John helped Cisive work with the Warrior Transition Battalion, a United States Army command that provides and facilitates care to combat- and non-combat-wounded soldiers.

Kristen Hildebrant
Vice President, Global People & Culture
Kristen serves as Vice President of Global People & Culture for Cisive. In her current role, she is responsible for leading Cisive’s global people and culture strategy, global talent acquisition, leadership development, cultural development, employee relations, compensation and benefits, and HR technology. As the global HR leader, she has changed the function, culture, and impact of HR across the Company to support its business goals and strategies by structuring a department that functions with a strategic business partner focus.
While Kristen has been the HR leader at Cisive, the organization has completed several acquisitions, growing the employee population from 200 employees to over 900 employees on a global scale. As the global HR leader, Kristen has overseen efforts that have resulted in the establishment of an HR team in both Asia and the United States. The global HR team is comprised of talents professionals with a focus on identifying and retaining key talent through the use of strategic talent acquisition practices that utilize technology and hiring analytics.
Kristen received an M.B.A from Dowling College and a Masters of Jurisprudence in Labor and Employment Law from Tulane Law School.

James Hunsrao
General Manager & Vice President, Cisive Global
James joined Cisive Global in 2019 and is responsible for all operational activities in the Asia Pacific region with ownership of the Hong Kong, Malaysia and India operations teams.
He is backed by over 10 years of leadership experience in managing sizeable and diverse workforce, optimizing service delivery, spearheading markets operations and organizational transformation; and streamlining day-to-day operations in fast-paced environments requiring a strategic focus.
Prior to joining Cisive Global, James worked in the airlines and telecommunications industries, and more recently for a global leading professional association where he held senior positions in service and operations function.

Deb Nettesheim
Senior Vice President, Client Success
Deb Nettesheim brings 20 years of leadership and experience. Prior to joining Cisive, Deb served as Vice President of Customer Success and oversaw all activities of operations, sales, technology and customer service related to account management of assigned clients. As Cisive's Senior Vice President of Client Success, she is responsible for all domestic and global account management and support.

Shannon Shoemaker
Senior Vice President, Marketing and Strategic Alliances
Shannon oversees Cisive's Solutions, Marketing and Partnerships as Vice President. She brings over a decade of experience in the background screening industry and has a deep knowledge in both the operations and commercial side of the business.
Prior to joining Cisive, Shannon founded and served as Vice President of Operations at ScoutLogic and held a series of leadership roles in Operations and Sales as Vice President for First Advantage.
Shannon is actively involved in the Professional Background Screening Association (PBSA), Society of Human Resource Management (SHRM), serves on the Board of Directors for Ohio SHRM State Council and is also the Volunteer Coordinator for Susan G. Komen, Race for the Cure, in Columbus and Athens, OH.

Jennifer Clark
President, Inquiries Screening
Jennifer Clark is President and General Manager of Inquiries Screening. She is responsible for assisting in the formulation of the company’s business strategy, oversight of the operations, support of client relationships and development of new business areas. Jennifer’s efforts enhance Inquiries Screening’s performance and increase efficiency, specifically in operations, sales and finance.
Jennifer joined Inquiries, Inc. in 2003 working in support of sales and business development and developing new strategic focus areas for the company. She supported both operational and business development efforts resulting in growth of the company from a regional provider of background screening to an expansive six operating divisions on a national and International scale. In 2017, when five of the six operating divisions of Inquiries, Inc. joined the Cisive family as Inquiries Screening, Jennifer took on the roll of President and General Manager.
Jennifer has been through the process of certification as an Office of Personnel Management Investigator as well as a certified Adjudicator. She has engaged in professional speaking engagements on several areas within the personnel security industry and emerging markets within.
Ms. Clark has a B.S. in Marketing from the George Mason University School of Management.

Todd Hensley
President, DriverIQ
Todd Hensley joined Driver iQ in May 2012 as the Director of Business Development, and was promoted to Vice President in 2014, and to Sr. VP and then President in 2019. He brings over 30 years of sales and marketing experience to the team, with extensive focus on employment screening in the transportation industry. Todd has served as a subject matter expert and independent consultant for sales and marketing and negotiation of partnership agreements, affinity arrangements, and data acquisition. Mr. Hensley holds an MBA from Oklahoma City University in International Business, with graduate studies at Richmond College, London, England. He also has a Bachelor’s degree from the University of Arkansas, Fayetteville. Todd’s career has included senior management positions with organizations such as Lexis/Nexis, US Investigation Services/DAC, First Advantage Corporation, IBM, and CrossCom National. While serving as VP of Sales and Marketing of CrossCom National, Todd developed and implemented the international expansion of sales operations into the UK. Throughout his career, Todd has specialized in increasing revenue and market share through partnerships, channel sales, new product offerings and expansion into additional markets, while building and managing sales teams on a national and international level. Todd also brings significant insight into business process improvement, acquisitions, restructuring, and corporate development. Todd has lived in Tulsa, OK since 1989, where he has served on the Board of Directors of Big Brothers of Oklahoma and been active in Junior Achievement.

Will Pagan
SVP/GM, CARCO
Mr. Pagan is the Senior Vice President – General Manager of CARCO's Insurance Risk Mitigation Division, bringing 30-plus years of senior-level management, insurance and financial services industry servicing, and risk management experience. He has engaged in optimizing strategic business growth and margin improvement, while implementing technology and Business Operational Excellence strategies with best-in-class customer-centric practices.
Prior to joining CARCO, Mr. Pagan was the VP of Strategic Partner Management and Account Executive for InsPro Technologies, an insurance enterprise-level administration platform industry leader, developing and implementing business partnership growth plans and new channel product distribution.
He was also VP of Client Delivery for three divisions at Aon Affinity, servicing Tier 1 Carriers and Association Groups. In addition to serving as the Lead Local Country Executive Consultant for Compass Management Consulting, a U.K.-based international firm specializing in Business Operational Excellence, Will was also the Chief Operations Officer of a division of American Wholesale Insurance Group. He also held executive positions at AIG and First Data.
Mr. Pagan holds a B.A. from William Paterson University in Wayne, N.J. and Executive Training in Operational Excellence, Information Strategy, and Change Management.

Heidi Winterble
Vice President, Product and Strategy
Heidi Winterble brings 20 years of experience and leadership to the organization. Prior to joining Cisive, Heidi spent her career focusing on account management, client strategic growth and client retention. As Cisive's Vice President of Product and Strategy, she focuses on making the HR lifecycle easier to manage for our clients, so they can focus on what they do best; creating a top-notch workforce.

Leann Berte
Vice President, Strategic Alliances
Leann Berte brings 20 years of industry experience and leadership to the organization. Prior to joining Cisive, Leann spent her career focusing on business development, strategic alliances, and marketing. As Cisive's Vice President of Strategic Alliances, she is responsible for building global, scalable relationships with strategic partnerships that increase value to customers through dynamic elements of the partner ecosystem. Through these strategic alliances, customers gain incredible integrated technology which helps organizations and HR decision-makers streamline their talent acquisition process.
